Catarina Pinto Xavier integrates Public Law, Competition & Regulatory department at SLCM // Serra Lopes, Cortes Martins & Associados.
In Public Law she has been assisting both public and private entities specially focusing in public procurement and execution of public contracts, administrative procedure matters, litigation and arbitration involving public entities.
In Competition & Regulatory she has been involved in important antitrust cases, either before Competition Authority or regulatory entities, as well as representing the defendants before court.
Combining experience in Public Law and Competition and Regulatory she has been acting in energy and environmental sectors, particularly in water and waste treatment sectors. More recently, pursuing the strong growth of Real Estate & Planning SLCM’s area, she has also been practicing in planning law matters.


Joined SLCM // Serra Lopes, Cortes Martins & Associados in 2014. Before SLCM worked at the firm “Sérvulo & Associados”, as trainee-lawyer and associate lawyer, on Public Law, Competition Law and Litigation & Arbitration (2008-2014).

Portuguese Bar Association since 2011. Member of the roster of arbitrators of CAAD – Administrative Arbitration Centre in administrative matters since 2018.
