Qatar adheres to the civil code, a legal system common to most Middle Eastern countries. The Qatari constitution strives to create an independent judiciary, which has been further strengthened through the Judicial Authority Law [Law No.10 of 2003] (the “Judicial Authority Law”) which provides in article 2 “The independence of the judiciary shall be guaranteed and no inappropriate or unwarranted interference with the judicial process is permissible.” Innovation lies at the core of the Qatari legal system. There is a continuous effort on the part of Qatar to develop its legal and judicial sectors.
