Career

Florence David was admitted to the Paris Bar in 2005. After several years in business law firms, in 2011 she participated in the creation of Earth Avocats. 

Wither her training in public business law, she advises public and private operators, particularly on public contracts but also on all types of contractual and structural provisions essential to the implementation and sucess of projects of general interest. 

Florence David has developed specific expertise in the health sector and works for public health stablishment and major institutionnal actors. 

She also has a broad practice on issues related to the social housing sector, including group restrucring.

Florence DAVID is involved in mergers, mergers and absoption, business takeovers or holding companies (new legal instrument by the ELAN law, “SAC” in French) implemented by the ELAN law. 

Her clients appreciate her availability as well as her ability to listen and take into account strategic and political issues in each case. In addition, te legal quality of her work has led her to forge relationships of trust with her clients. 

Recently, she has adviced for examples : 
– Several public health establishments ( Groupe Hospitalier Sud Île-de-France, Hôpitaux Universitaires de Strasbourgs, CHRU Tours, Centre Hospitalier de Saint-Anne, Groupe Hospitalier Nord Essonne, Assistance Publique des Hôpitaux de Marseille etc.) ;
– Purchasing groups as new innovative actors such as te Health Lab ; 
– Numerous social housing operators : in particular, since the end of 2018, the social housing pole has developed significant expertise in the various operations of bringing together social landlords (OPH, ESH, SEM) imposed by the ELAN law ;
– Large construction companies for specific projects ;
– Local authorities (For example the City of Amiens for the creation of the first SEMOP in France, a mixed-use ad hoc entity, with mixed capital, operating a heating network under a concession contract)
