UAE legal market – highlight: UAE is a unique example of how multiple legal systems (French/Egyptian law, Sharia (Islamic) law and English law (practiced in the Dubai Financial Centre Courts (DIFC)) can, in fact, be practiced within the same geographical boundaries of a country.
Selecting a law firm in Dubai may not be that hard, thanks to the number of law firms operating in Dubai. However, in view of the surge on the supply side and the diversity of law firms, selecting the ‘right’ law firm/lawyer could be intimidating and probably very challenging.
While international law firms bring with them a wealth of international standard expertise based, mainly, on English law, they usually lack the on-ground experience and are challenged by working in a legal system based on the French/Egyptian law with Arabic as the official language. Local ‘leading’ law firms have the on-ground experience with mostly French/Egyptian lawyers who are able to work in English and Arabic with equal proficiency. Both are aimed at providing the full spectrum of legal services to ‘mainly’ top-tier clients, but, with high legal fees to cover their high operation costs.
MOTEI & ASSOCIATES establishment/profile: After spending five years observing the legal industry in the UAE (while practicing as in-house counsel of a multinational company when I first moved to Dubai in 1997), I recognized the dire demand for ‘blended’ law firms. A small law firm that combines on-ground, French/Egyptian law system experience with international standard quality services at a reasonable cost. That in mind, I decided to establish M&A in 2002.
M&A combines an effective blend of western educated/trained lawyers competent to provide legal services in the diverse legal systems of the UAE, in both English and Arabic, with equal proficiency. Over the years, we have developed deep understanding and on ground knowledge and experience of local laws and business culture, enabling us to cut through legal complexities and deliver effective advocacy. Founder profile – Ashraf El Motei (LL.M., MCIArb): I head the dispute resolution practice at M&A. I specialize in civil and commercial contentious matters and have particular focus on international arbitration. My practice encompasses a broad spectrum of substantive areas with specific focus on all types of real estate disputes including sale and purchase disputes, distressed/canceled developments, enforcement of judgments and security, employment, professional negligence and health care disputes.
In addition to my civil litigation practice, I represent clients in numerous arbitration cases under the rules of the International Chamber of Commerce (ICC) and the Dubai International Arbitration Centre (DIAC). I advise on all aspects of the arbitral process, from the amicable negotiations prior to the commencement of proceedings, throughout the enforcement of final awards, either in the country of issue or worldwide pursuant to the New York Convention. I have also served as arbitrator and co-arbitrator in several significant arbitrations and also the right of audience before DIFC Courts.
I commenced my legal career as a Public Prosecutor in Egypt prior to moving to private practice with international law firm Baker & McKenzie (Cairo, Los Angeles and Dallas). Prior to establishing Motei & Associates in 2002, I was the regional general counsel for the multinational food company Nestlé.
I hold a Bachelor of Law (LLB) from Cairo University School of Law, Master of Law from Paris I, La Sorbonne, Paris, and Master of Law (LLM) from SMU Dedman School of Law, Dallas. I have been awarded the Advanced Certificate in International Arbitration (MCIArb) from the Chartered Institute of Arbitrators, London.

Contacting “Motei & Associates” offices in early 2016 with very little hope of being able to collect the hard fought DIAC award, “even though I had successfully defended the award through the entire Dubai Court legal process over the past 5 years” I met with Ashraf El Motei at his Dubai office. Ashraf’s pragmatic overview of my case & his resolute belief that he & his team could succeed where others had tried & failed was the “positive reinforcement” I had been waiting so long to hear to resolve what had become a “nightmare litigation journey” with a subplot worthy of any farcical sitcom!
