Senior Associate


Neringa is a senior associate with the firm‘s Public Procurement & Public projects team. She advise on public procurement matters and related disputes, as well as representing clients in disputes arising from the implementation or administration of EU-funded projects.

Public procurement. She is a public procurement expert with years of experience in this field. She worked at the institution administering the EU structural funds investment programmes, where she dealt with especially complex cases related to violations of public procurement legislation. Neringa also have experience working at the contracting authority and advising the international Organisation for Economic Co-operation and Development (OECD) on the development of a public procurement professionalisation strategy.

This diverse background enables her to provide clients with well-rounded advice on matters such as drafting public procurement documents, executing procurement procedures and preparing offers, as well as to represent them in related disputes.

Administration of EU funds. She has an in-depth understanding of the requirements for the implementation of projects financed by EU funds. Her’s particular strength is the irregularity management process, during which decisions are usually made with negative consequences such as reduction of the EU funding. She also have a lot of experience in the process of the financial corrections application, so she can effectively defend clients’ interests when applying financial corrections that result in the reduction of EU funding.

Administrative disputes. For many years, she has worked on administrative disputes arising in the implementation of EU-funded projects. These disputes were mostly related to public procurement requirements and determining the rate of financial correction. Neringa also defended the interests of institutions and the Lithuanian state in court, as well as before the Lithuanian Administrative Disputes Commission and various controlling institutions, including the European Commission.

Consulting and training. Neringa often share her’s experience in workshops, seminars and conferences both in Lithuania and abroad, where she speaks on topics related to public procurement and irregularities management process in EU-funded projects.
