Position
Rolf Corsten specialises in advising on how to structure or restructure shares and interests held by the public sector under corporate law, as well as on municipal tax and budget law, in particular, the change to the New Municipal Financial Management (Neues Kommunales Finanzmanagement, “NKF”). He has many years of professional experience, including as a head of legal department and as the managing director of a municipal real estate company.
Career
Rolf Corsten studied law at the University of Cologne (Germany) from 1981 to 1984. Upon completing his second state examination, he worked as a head of section (Referent) in the finance department of the German Association of Cities (Deutscher Städtetag) in Cologne. From 1990 to 2014, he was the First Deputy (Erster Beigeordneter) and City Treasurer of the City of Viersen (Germany). He was admitted to the German Bar in 2014 and joined Luther the same year.
