A founding partner of the firm, Anca leads the firm’s real-estate and construction practice and co-heads the public-procurement and concessions department. She advises on all aspects of real estate, including acquisitions, transfers, development, planning, leasing, major landlord-&-tenant work; and property financing transactions, particularly structured finance.

Anca’s main focus is commercial property and industrial greenfield investment and development. She also has considerable expertise in road-&-rail infrastructure and in both conventional and renewable energy, which includes project development and financing, public procurement, infrastructure acquisitions and investments, and acquisition financing. Her industry expertise covers industrial manufacturing, energy, infrastructure and utilities.

In addition, Anca specializes in regulatory compliance, assisting clients suspected of infringements, handling internal investigations, and representing them before regulatory authorities. She develops and optimizes tailored compliance programs for companies, including training for their employees in the avoidance or minimization of legal risks. In conjunction with the antitrust, corporate, employment, data-protection and tax teams, she conducts risk assessments in order to identify potential areas of legal, regulatory and fraud risk, and audits the effectiveness of existing compliance programs.

Anca is also involved in numerous law initiatives regarding public procurement & concessions, public-private partnership,  energy and environment, and she supports the activities of prominent industry associations and NGOs, such as the German-Romanian Chamber of Industry and Commerce, AmCham, and Green Revolution. She has authored several publications on public procurement and on employment law in Romania and abroad.

bpv Grigorescu Ştefănică advised French-based Total Group on the incorporation of its new Romanian entity, Total Global Services Bucharest. The team has seen an active year handling energy-related disputes and is representing KDF Energy in litigation regarding the termination of a contract with two Italian biomass power plant developers. Anca Albulescu and Daniel Stefanica head the department.

bpv Grigorescu Ştefănică renders ongoing advice to Google on a range of IP-related issues. Practice head Anca Albulescu represented Germany-based Müller in opposing an attempt by a Romanian individual to register the trade mark ‘Blink’, a name which is used by the client for one of its product lines. Other clients include Suzuki, Soravia Group and Sports Hub.

Romania > PPP and procurement

bpv Grigorescu Stefanica successfully represented Wiebe România in the Bucharest Court of Appeal in a dispute of award decisions for two railway infrastructure public procurement contracts awarded by the Romanian National Railway Company. The claims of rival bidders were dismissed and both contracts were awarded to the client. Anca Albulescu serves as practice head; managing associate Iulia Dragomir is a notable new arrival to the team. Core strengths include road infrastructure and natural resource concessions.

bpv Grigorescu Ştefănică is particularly experienced in M&A transactions with real estate components. Practice head Anca Albulescu advised CTP Invest on its acquisition of real estate company Centura Property. A notable instruction on the leasing front came from Zitec in relation to the lease agreement at its new headquarters in Bucharest’s city centre. Real estate litigation is another core strength.
