The firm: Upon the liberalization of the laws relating to private legal practices in Libya in the year 1990, Dr Mohamed A Tumi founded Tumi Law Firm. Tumi Law Firm has established cooperative relationships with several distinguished international law firms among them Dentons with whom the firm had an association for over a decade. Tumi Law Firm has grown to become the largest corporate law firm in the country and has built a national and international reputation in providing professional legal services within the State of Libya. The firm’s client base consists of some of the world’s leading corporate giants doing business with Libya. Moreover, the firm renders its legal services to the majority of the embassies, diplomatic missions and NGOs stationed in the country.

The firm is managed by the two partners, namely Dr Mohamed A. Tumi and Mr. Mazen M Tumi, retaining the most highly qualified and experienced attorneys to work in their legal consultations and litigation departments. In particular the members who are part of the legal consultation department have obtained postgraduate degrees from universities in Ireland, the UK, France, Italy the US and more. Our Legal Professionals are fluent in Arabic, English, Italian and French. The legal team is also supported by a dedicated secretarial and administrative team, an accountant, an IT specialist, a public relations officer and in-house public notary.

The team works in a relaxed environment in a modern and fully equipped five-story corporate office in downtown Tripoli. The office is equipped with a large library, three meeting rooms and a seminar room created for the comfort of the firm’s clients.

Areas of practice: The firm’s commitment to finding the best legal solution from the most accurate point of direction has contributed to its success. The firm attaches the same importance to all its practice areas regardless of the size of the sector. Tumi Law firm encompasses a wide variety of corporate matters including but not limited to the below:

Corporate law and business start-up: General corporate counselling regarding preferences and information about business entities, including partnerships, joint stock companies and limited liability companies, besides shareholder agreements and disputes. Experienced in incorporating all types of companies as well as registering branch offices.

Oil and gas (petroleum industry): Assisting and advising clients on Libyan Petroleum Law and the regulations thereof. Providing interpretation of clauses related to EPSA contracts (Exploration and Production Sharing Agreements) along with advice on the financing of oil rigs and dealings with the NOC (National Oil Corporation) and assistance with joint venture agreements in this field.

Litigation: Representation before all courts of law in Libya including the Supreme Court. Representation at various arbitration tribunal sittings as well as mediation services.

Local and international alternative dispute resolution: Expert testimony in arbitral proceedings and a team specialized in representing clients in the engagement of mediation as well as arbitration with ICC & UNCITRAL rules of procedure.

Insurance law: Representation and consultations concerning all matters arising from contracts for insurance, including policy coverage or cancellation and claim disputes, as well as advice on the insurance laws of 2005.

Labour law: Counsel on all types of employment contracts including employer/employee rights and obligations, as well as assistance in drafting of employment and training contracts together with mediation services for the resolution of disputes with employees.

Commercial law: advice on and drafting of agency agreements, joint venture agreements, memoranda of understanding and letters of intent. Assistance with the Libyan distribution law as well as shipping contracts, services contracts, commercial disputes and customs law.

Banking and finance law: Advice on the new banking and stock exchange laws as well as credit, debt and security laws. Substantial experience in banking litigation including letters of credit, letters of guarantee, fraud, cheques and loan agreements.

Intellectual property: A dedicated department which provides consultations as well as legal representation regarding issues pertaining to trademarks, patents and copyright.
