Anat Klein, specializing in energy and infrastructure, as well as antitrust, heads the Energy and Infrastructure department at GKH.
Anat advises clients on the full range of legal issues in the various fields of energy and infrastructure, such as oil and gas exploration, natural gas marketing and distribution, construction of conventional power plants, renewable energy projects including solar power, and many other related matters. Our energy department consists of many large local and international players in the various energy fields.
Anat counsels clients in their handling of the various regulatory authorities’ issues, with regard to tender procedures, negotiations, preparation of contracts and agreements, and in interactions with infrastructure services regarding end-customers and suppliers.
Prior to joining GKH, Anat served as General Counsel of Paz Ashdod Refinery, one of the two refineries in Israel. Prior to that, Anat served as Head of Division in the Israeli Antitrust Authority’s legal department and headed the energy and infrastructure sectors.
Anat is a member of the Israel Bar Association (1999) and the Energy Committee in the Israel Bar.

Gross, Kleinhendler, Hodak, Halevy, Greenberg, Shenhav & Co. is particularly strong in the power sector, where it provides comprehensive legal support to clients including Israel’s largest private electricity producer and JDECO, the electricity supplier for East Jerusalem and nearly half of the Palestinian Authority. The firm also has strengths in construction, project finance, and infrastructure tenders, and regularly acts for project sponsors and O&M and EPC contractors in the development and operation of large-scale power plants as well as cogeneration plants. The energy practice is headed by Anat Klein, who acted for a bidder in the tender sale of the Alon Tavor power plant – the first of five power plant auctions as part of the privatisation of the country’s electricity market. Klein is currently advising the same client on its bid for the second tender.
