Career
Tomer leads the Cybersecurity and Privacy group of the firm.
He has extensive experience advising clients on matters of privacy and data protection, databases, collection and use of personal information, cross-border data transfers, e-commerce, internet websites and tools, mobile applications, spam and direct mailing, telecommunications, and consumer protection matters.
Tomer also advises companies with respect to cyber events in real-time, including cases of hacking and data breach, and represents clients before regulators within the framework of privacy and data protection investigations.
As a member of the Dispute Resolution Group, Tomer represents clients of the firm on a broad range of civil, contractual, and administrative matters, before the entire range of Israeli courts, including the High Court of Justice. He has extensive experience representing clients in class actions, shareholder disputes, and administrative procedures.
Prior to joining S. Horowitz & Co., Tomer worked as a software developer at IBM’s R&D Laboratories (2005-2008).
