Robert Lund has been employed in both the public and private sectors. He worked in the Norwegian Ministry of Trade and Industry and in the Competition Policy department in the Ministry of Administration and Government Reform from 2003 to 2006. He worked primarily with national compliance of the state aid rules of the EEA Agreement and represented Norwegian authorities in state aid cases before the EFTA Surveillance Authority. In addition to his work on complaint cases and notifications to the EFTA Surveillance Authority, Robert was also involved in state aid cases pending for national courts and the EFTA Court. He was seconded from the Ministry as a national expert in DG Competition in the EU Commission.


From 2006 to 2010, Robert worked in the law firm Bugge, Arentz-Hansen & Rasmussen (BA-HR). He worked within most areas of law, but one of his prime occupations was related to contract law. Amongst other cases, he was involved in drafting contracts related to large development projects and also with conflict resolution of complex contracts related to such projects. He further worked on several state aid cases, cases regarding public procurement and legal questions regarding take-overs and company law. From 2007 to 2008, Robert was on leave from BA-HR and worked as an assistant judge in Oslo City Court. While he was also called upon to deal with criminal proceedings, most of the time he worked with civil proceedings, and has therefore gained valuable experience with the new Norwegian code for civil proceedings. Robert is frequently asked to give presentations, and is the author of three books; Statsforetak og statsstøtte – statsgaranti og kapitaltilførsel til Statkraft SF i lys av EØS-avtalen; Arbeidsbok i menneskerettigheter and Statsstøtte – EØS-avtalens regler om offentlig støtte.

  • Norway not included when short sale regulations in EU take effect 1 November 2012

    From 1 November 2012 EU Regulation 236/2012 on short selling and certain aspects of credit default swaps will come into effect. Although the Regulation is within the scope of the EEA Agreement, Norway has not implemented the EU Regulation. Based on unofficial information from the Norwegian authorities, we expect the implementation process to be delayed until at least late 2013. Meanwhile, existing rules on short sale in Norway will continue to apply for transactions performed on the Norwegian market.
