Bjørnar has been Deputy Director of the legal department in the EFTA Surveillance Authority and was also for an extended period Acting Director of the department. He has outstanding experience in litigation before the EFTA and the EU Courts, having represented the EFTA Surveillance Authority in over 20 cases in almost all fields of law covered by the EEA Agreement and the EU treaties. Several of the cases concerned questions within the field of state aid and public procurement. He has also worked extensively with questions pertaining to the free movement of goods, services, labour and capital, in addition to the rules on establishment, competition law, labour law and financial services. Further he has acted as Hearing Officer for competition cases in the EFTA Surveillance Authority.

Alterskjær has been Manging Partner in Kluge since 2018.

Career

From 2001 to 2004, Bjørnar worked with state aid and public procurement in the Norwegian Ministry of Trade and Industry and in the Competition Policy department in the Ministry of Administration and Government Reform. In addition to holding a law degree from the University of Oslo, Bjørnar holds an LL.M from the Humboldt University in Berlin. His master thesis was on third party access to the electricity grid (Der Zugang Dritter zu den Netzwerke nach der EG-Stromrichtlinie – Mit Blick auf das norwegische Genehmigungsverfahren für den Auslandshandel mit Strom). Bjørnar also holds a Master in Business Administration (MBA) from Vleric Leuven Gent Business School. The MBA programme of this prestigious school is regarded as being among the best in Europe. He therefore knows what it takes for our clients to succeed in business. Bjørnar holds presentations and speeches both nationally and internationally. He has written several articles, amongst others in the European State Aid Law Quarterly, and is one of the authors of the leading book on state aid in Norwegian Statsstøtte – EØS-avtalens regler om offentlig støtte.
