Consultant solicitor Seher Toguz practices exclusively in public and administrative law and civil liberties, specialising in claimant judicial review and civil claims in the High Court.

She has extensive experience in all types of asylum and immigration cases, and is experienced in obtaining High Court injunctions and other forms of interim relief for those who require urgent legal assistance. She has wide-ranging experience in representing individuals with difficult immigration and criminal histories.

Seher is also experienced in prison law judicial review matters, challenging the lawfulness of adjudication decisions, categorisation decisions and Home Detention Curfew refusals. She has a particular specialism pursuing unlawful immigration detention challenges against the Home Office, often arising from a variety of circumstances such as continued detention following a grant of bail by the immigration tribunal, detention of British nationals under immigration powers and the continued detention of foreign national prisoners beyond the completion of their prison sentence for no lawful reason.

Seher provides an extensive service to clients, bringing County Court claims for damages arising out of unlawful detention/false imprisonment cases. She has a successful record of negotiating high-value settlements for her clients. She conducts her own advocacy in the Immigration Tribunals and makes written submissions to the High Court in judicial review applications.


Seher joined Duncan Lewis Solicitors in 2007 and was appointed a partner-level director in the immigration department in 2015. She became a consultant in 2017.


Fluent in Turkish and has basic knowledge of French.


Seher is a Law Society Immigration and Asylum Accredited Level 2 Senior Caseworker and Supervisor.


Seher graduated in 2005 with a degree in Law; she completed the Legal Practice Course (LPC) at the College of Law in Guildford and qualified as a solicitor in September 2009.
