Managing Partner


Mr Delchev is an expert in commercial law, PPP, concessions, energy law and utilities. He has worked as legal expert and legal team leader on various projects financed by international financial institutions such as EBRD, the World Bank, the Japanese Bank for International Cooperation (JBIC), the Black Sea Bank for Trade and Development and others.

Until 1990 Mr. Delchev worked in the Sofia regional court as a judge and later as a chairman of the court. From 1991 to 1997 he was the Head of the legal department at the Council of Ministers of Bulgaria. In this period Mr. Delchev participated in the creation of practically the entire new Bulgarian legislation, working on over 10,000 legal acts for seven governments – draft laws, decrees and decision. Mr. Delchev established EUROLEX law office in 1997 and has been the Managing Partner of the firm since then.

Andrey Delchev and Partners – Eurolex Bulgaria’s energy and natural resources practice provides ongoing consultancy services to clients in the sector regarding regulatory compliance, contracts, and disputes. Practice head Andrey Delchev is well equipped to provide such advice, having participated in the drafting of energy legislation for seven successive governments. The firm assisted the Bulgarian Petroleum and Gas Association with drafting a new regulatory framework for the trade of oil and oil products, which came into force in January 2019. In addition to its consultancy work, the firm also advises on the financing, construction and tendering process for power projects, with DK Energy Bulgaria (a subsidiary of EDF) and Nomac Solar among its clients. Senior associate Valery Petkov is another key member of the team.

Andrey Delchev and Partners – Eurolex Bulgaria has considerable expertise in the regulatory regimes governing public procurement procedures and concession and tendering processes. The firm also has  undertaken work for the Bulgarian Council of Ministers to review and amend the current legislation governing this area. The firm assists municipalities and administrative bodies, but also acts for construction, energy, and sanitation companies on their participation in bidding procedures. Andrey Delchev leads the team, with Magdalena Valova offering experience in drafting tender documentation for clients in the construction and transport industries.

Andrey Delchev and Partners – Eurolex Bulgaria’s disputes resolution team has experience acting for clients in matters relating to competition, public procurements, and regulatory and administrative disputes. The firm acts for private entities against regulatory agencies, as well as on behalf of municipal and governmental bodies. Another key strength of the firm is arbitration, with practice head Andrey Delchev also serving as an arbitrator in the International Court of Arbitration at the International Chamber of Commerce, Paris, and the Bulgarian Chamber of Commerce and Industry. Severina Liubenova, known for her ‘outstanding litigating skills’, chiefly advises on competition and abuse of dominance proceedings. The firm has acted for Allianz, the American University in Bulgaria, and Lukoil Bulgaria JSC.
