Planning and zoning Tier 1
Hamburger Evron & Co. Law Offices & Notaries acts for real estate developers across the full spectrum of planning and zoning mandates in significant real estate developments, transport infrastructure and energy projects. Jointly led by Haim Waintrob and Ronen Yardeni, the department advises Shikun & Binui Real Estate Development on the planning aspects of a number of major projects; this has recently included the establishment of a new neighbourhood in Kiryat Ata, which will include approximately 6,000 residential units. Further, Yardeni advises EDF-EN Israel and Shikun & Binui Renewable Energy on planning and licensing procedures throughout Israel in relation to the client's renewable energy projects. Also of note, the team is advising a joint venture comprising Shikun & Binui and The Meshulam Levinstein Group on the planning of a new commercial and residential centre in the area of Tel Aviv Central Station. Moreover, the firm has experience in betterment levy challenges, and acts for a number of construction companies in relation to planning procedures arising from the clients' participation in the government's affordable housing programme, Mechir Lamishtaken. Real estate: urban renewal Tier 1
Hamburger Evron & Co. Law Offices & Notaries is most active in complex TAMA 38 projects and acts for a number of prominent real estate entrepreneurs and tenant associations. A key figure in the team is Itay Chelouche, who is advising developers such as Rotem Shani, Shikun & Binui Real Estate Development and Kardan Real Estate on dozens of TAMA projects comprising thousands of residential units; he is also advising various groups of tenants on TAMA projects in cities across Israel, including Herzliya, Ramat Gan, Tel Aviv, Givatayim and Hod HaSharon. Additionally, Chelouche is advising Netanel Group on a 500-unit urban renewal project in Bat Yam and also on a 300-unit project in Givatayim. Also recommended are Dor Shacham, who is advising Oranim Projects on a large-scale urban renewal project in Ramat HaSharon, and Ronen Yardeni, who is acting for Metropolis (PAE) 2011 Urban Enterprises in relation to a 1,000-unit project in Tel Aviv.

Led by Dor Shacham, the team has been involved in a litany of development projects for clients such as Kardan Real Estate, Netanel Group, Rubinstein Avraham & Co, and Zilbermintz and Son. Of particular note, Shacham handles a multitude of projects for Shikun & Binui Real Estate Development, such as the development of a 6,000-unit residential neighbourhood in Kiryat Ata. Additionally, Haim Waintrob is advising a joint venture between Shikun & Binui and The Meshulam Levinstein Group on the establishment of a new residential and commercial centre in the area of Tel Aviv Central Station. On the finance side, Assaf Englard advised Bank Leumi and Mizrahi-Tefahot Bank on the multibillion-shekel financing of the Mid-town Tel Aviv project, which will include over 66,000 sqm of commercial and residential space, plus transport links. Banking and finance Tier 3
Hamburger Evron & Co. Law Offices & Notaries is engaged by several of Israel's largest banks, and is particularly active in real estate and infrastructure development finance. Jointly headed by Assaf Englard and Gabriel Moyal Maor, the team has advised Bank Leumi on a number of large-scale finance transactions, including the financing of the Next TLV project, one of the Tel Aviv's most prestigious urban renewal schemes. Further, the team acted for Bank Leumi and Mizrahi Tefahot Bank in relation to the provision of a NIS2.75bn loan for the construction of the Midtown Tel Aviv project. Englard also advised Israel Discount Bank on a multitude of high-value lending transactions, including a NIS400m loan transaction for the development of a medical clinic and commercial centre in Ramat HaHayal. Borrower clients include Tzevet Shlomo Berkovich and Shikun & Binui.
Hi-tech and start-ups Tier 4
Hamburger Evron & Co. Law Offices & Notaries handles a range of contentious and non-contentious work for promising Israeli start-ups in various stages of growth. Department head Yaron Sobol has advised UroGen Pharma on a number of matters to expand its activity, which recently included the commencement of a phase-III clinical trial and a highly publicised IPO on Nasdaq. Also recommended is Steven Berelowitz, who advised Moon Active on licensing agreements with multinational corporates, including Viber and DreamSky. Berelowitz has also assisted Bizzabo and Safer Place with multiple financing rounds involving international investors. On the investor side, the team assisted Ganot Capital with several investment rounds in addition to an M&A transaction wherein the client sold Kyma Medical to Zoll Technologies.

Additionally, Ori Primo is representing the Rubinstein Group in a NIS200m claim against the Tel Aviv municipality concerning a delay in the grant of a building permit. Another key figure in the team is Menachem Abramovich, who is representing Sano-Bruno Enterprises in a Supreme Court claim involving a supply contract for the Ministry of Defense.
