Environment and planning

Liesbeth is the top specialist in the field of planning law, with a focus on large, complex spatial projects. She is familiar with virtually every piece of infrastructure in the Netherlands and has been involved in the largest spatial projects. The more complex the case, the more Liesbeth’s passion for her work becomes apparent. Her advice is always solution-oriented and creative. Not a single detail passes her notice. She understands better than most the underlying technical processes, the sensitive context of such enormous projects and the specific investigations which are often necessary if they are to stand up to the scrutiny of the Council of State. She operates daily at the cutting-edge of the various administrative, legal and technical disciplines and is able to offer her clients high quality legal assistance from start to finish. Liesbeth is a team player. Her adage is: no project without a team. She enjoys being part of project teams in order to get the best sense of which technical aspects are involved. At Pels Rijcken she leads the Planning and Environment Department which is made up of a team of 19 lawyers who together are specialised in all aspects of planning and environmental law down to its finest nuances. Together with her team, Liesbeth developed the “Blind Spots Check”, the workshop “Sound Reasoning” and the “CrashTest” which ensure that legal checks are carried out at set moments before and during the decision making process. The likelihood of annulment by the court is accordingly kept to a minimum. In the event that a lawsuit should nevertheless ensue, her involvement guarantees a coherent story; a thoroughly convincing and watertight argument in court. She is often able to tip the scales in favour of her clients. She is a regular columnist for a technical professional journal for the construction industry (GrondWegWaterbouw) and the environmental impact assessment website ToetsOnline, annotator for the professional journal Geluid, and speaks regularly at congresses on infrastructure, tunnel safety and the forthcoming Environment Act (Omgevingswet). In addition, she develops and provides workshops in the area of legal project management. All this with just one objective in mind: to ensure, together with the client, that the decision-making process as well as the litigation are characterised by clarity and quality.
