Guido Koop is a member of the Competition & Regulatory practice group. He specialises in administrative (procedural) law in general and, in particular, zoning and environmental law. He is regularly active in the overlapping area of public and private law. He focuses on infrastructure development, (urban) redevelopment, office building transformation, land exploitation, loss arising from government planning decisions, environment quality requirements and subsidies. He advises both public authorities and private companies, including property developers, investors and housing corporations.
Guido is a lecturer at the Dutch Real Estate Institute and the Law Firm School. He also publishes regularly in legal journals, such as the Rechtspraak Vastgoedrecht.
Guido is co-author of the book ‘Building in the Netherlands’. This publication is intended to be a handy overview of the most important legal and tax facets of and for Dutch building and development practice. The publication is the result of a joint effort made by various Loyens & Loeff attorneys-at-law, tax advisers and civil law notaries in different disciplines, who pooled together their expertise and experience.
Guido is a member of the complaints committee of the Municipality of Oostzaan and the Committee of Appeal of the Royal Dutch Football Association.

Offering clients a full service on energy-related work, Loyens & Loeff focuses on oil and gas, power and utilities as well as renewables. A special feature is the fact that the firm has a team consisting of ten lawyers dedicated to advising energy clients exclusively on tax issues specific to the energy industry. The duo Jan-Willem van Rooij and Roland de Vlam lead the practice. Guido Koop and Michiel Schul were promoted to partner in January 2019, while Bas Vletter left the firm and joined Greenberg Traurig LLP in September 2019.
Loyens & Loeff is home to a stand-alone practice which offers the full range of planning and environment expertise. Headed by Guido Koop and Kim Lucassen, it often works in concert with its M&A, real estate, and energy departments for clients as varied as Cargill, Shell, Blackstone and Dutch port authorities. Senior associate Victor van Ahee has broad experience in environment and health and safety matters including those relating to soil contamination, product safety, and occupational hazards.
