Heddy Ludvigsen is a partner in Hjort’s European and competition law department. Ludvigsen has many years of experience as an attorney specializing in public procurement, competition law, state aid, and basic EU / EEA law.
Within the practice area of public procurement, Ludgivsen has extensive experience assisting both contractors and suppliers regarding all aspects of procurement law. She has advised clients both in complaints / dispute cases (including against KOFA), as well as basic legal guidance.
Ludvigsen has considerable experience advising within the guidelines of competition, including experience with the establishment of various forms for cooperation, assessment of the legality of a company’s agreements and business conduct.
Ludvigsen also has special expertise in state aid and assists both the private and public sectors with assessments related to the application of the state aid regulations, as well as notifications to the EFTA Surveillance Authority (ESA).

Advokatfirmaet Hjort’s dedicated public procurement practice primarily handles advisory work for public authority clients, most notably in the aviation and transport sectors; key examples include Avinor and Avinor Flysikring. The group also assists various municipalities including Asker, Hobøl and Fredrikstad municipalities and acts for supplier side companies in the construction and healthcare sectors. Heddy Ludvigsen and Silje Grimseth Ullebust jointly lead the team, which recently defended Avinor in a dispute relating to damages following the loss of a contract and the alleged abuse of a dominant position.
Advokatfirmaet Hjort’s key areas of expertise encompass state aid work, procurement issues and free movement matters with particular experience in dominance-related mandates; the group also leverages the firm’s wider litigation strength to handle competition disputes. Monica Syrdal and Heddy Ludvigsen jointly lead the practice; Syrdal assists clients in the media and communications sector while Ludvigsen’s sector expertise spans the aviation, healthcare, fishery and public sectors.
