Managing Associate

Career

Carla is a managing associate in the Public Law practice and she has 12 years’ experience in the legal profession, focusing on public procurement.

She has a law degree, a master’s and a PhD in public law, all from the Faculty of Law of the University of Coimbra.

Carla is guest lecturer at the Faculty of Law of the University of Coimbra, teaching the subjects of public contracts, administrative law and constitutional law.

She has taught on numerous training courses and spoken at seminars and postgraduate courses in the area of public procurement. She is also the author, co-author and contributor to many publications in the area of public law and, in particular, public procurement.

Carla is a member of the Public Procurement Group (GCP) of the Centre for Studies in Public Law and Regulation (CEDIPRE) and a contributor to the Public Contracts Journal.

She was an assistant to the Minister of the Presidency and of Administrative Modernisation in the 21st Constitutional Government, and an assistant to the Ministers for Internal Administration in the 19th and 20th Constitutional Governments.
