Career

Pedro is a partner and head of the Technology, Media and Telecommunications practice. With over 17 years’ professional experience as a lawyer, arbitrator and consultant, he specialises in information technology law, regulation, media and telecommunications law, internet law, mobility law, platform regulation, consumer law, advertising and data protection. His clients include both public and private bodies.

Pedro is also a Professor at the Faculty of Law of the University of Lisbon. He earned a PhD in public law and communications law at the same faculty and he has a master’s in research  from the European University Institute.

Pedro was also a Deputy Secretary of State of the Ministry of Regional Development in the 19th Constitutional Government (2013-2015) with responsibilities in the area of media policy and, subsequently, a Deputy Secretary of State and of Parliamentary Affairs in the 20th Constitutional Government (2015). He was also a legal adviser to the Presidency of the Council of Ministers (2003).

Pedro has enjoyed a high profile in the media since 2004. He was a member of the Public Broadcaster’s Public Opinion Council between 2016 and 2021.
