Career

Tiago is a partner in the Public Law practice and has more than 25 years’ experience in public law and arbitration. He is recognised as a lawyer, arbitrator and academic.

As a lawyer, Tiago specialises in administrative law. He is known for his work on major public-private partnership projects, in the public procurement stage, in implementing the contracts, and in administrative litigation and arbitration (domestic and international). He also has extensive experience in all phases of administrative procedure. Tiago has assisted private companies and public bodies in a range of matters, including their relationship with the Court of Auditors and the Constitutional Court.

As an arbitrator, he has extensive experience in domestic and international disputes, including as a sole arbitrator in an ICC arbitration. Tiago is also one of the four Portuguese arbitrators nominated by the Portuguese State to the International Centre for Settlement of Investment Disputes’ (ICSID) international panel of arbitrators. The ICSID is the most important investment arbitration centre in the world. Prior to this, Tiago, had already worked as a lawyer and legal expert in various ICSID arbitrations.

As an academic, Tiago has a doctorate in public law from Universidade Nova de Lisboa. He is also a professor at the Faculty of Law of Universidade Católica Portuguesa, where he is responsible for the subjects of constitutional law, administrative contracts, and international investment arbitration. Tiago is also a guest lecturer at other universities and a speaker on a variety of postgraduate courses.

He has carried out research and published writings in the areas of constitutional law, administrative law, public finances and international investment protection arbitration. Tiago was a Visiting Fellow at the University of Cambridge (Lauterpacht Research Centre for International Law and Wolfson College).
