Aaron’s practice is focused on the areas of infrastructure, procurement, PPP and project finance. Aaron heads the Public Law, Procurement, Transport and PPP and PFI Groups in Arthur Cox.
He has been centrally involved in key infrastructure projects in Ireland for a number of years particularly in the areas of telecoms, health, education, transport and energy. Aaron has extensive commercial experience advising on a range of contracts and sectors including PPP, concessions, managed service, framework, logistics and ICT.
As part of Aaron’s procurement practice, he advises on the defence to procurement challenges and also promotes the rights of bidders.

Arthur Cox has broad capabilities across the projects space and counts banks, corporations, public bodies, developers and contractors among its clients. The team is frequently instructed by the preferred bidders in PPP projects, and has recently been engaged on developments in the fast-growing sectors of social housing and data centres. The practice is also noted for its advice on energy projects, including renewables and interconnectors, with Alex McLean leading on this work. Practice head Aaron Boyle is currently engaged on major telecoms and PPP developments, and Karen Killoran handles both financing and construction matters. Niamh McGovern, who was promoted to partner in January 2021, is also noted.
Arthur Cox‘s broad transport practice covers matters across the road, rail and aviation sectors, including advising clients on issues at the cutting edge of this area of law. The team is highly active in the asset finance space, with Caroline Devlin, Rob Murphy and Laura Cunningham advising on the financing of aircraft as well as the establishment of leasing platforms and funds. Ruth Lillis was promoted to partner in January 2021 and also focuses on the aviation sector. Beyond financings, the practice acts for transport services companies, airlines and vehicle manufacturers on a range of corporate, commercial and regulatory matters, and also handles the development of transport infrastructure. Aaron Boyle and Niamh McGovern are the key partners in these areas.
Arthur Cox’s broad public sector practice covers the full range of matters in this space, both contentious and non-contentious. The team particularly stands out for its advice on the establishment of state-sponsored bodies, with Maura McLaughlin leading on this work; her recent activity in this space has included advising on the establishment of organisations in response to the pandemic, as well as providing ongoing advice to these bodies. The practice also assists a number of regulatory bodies with their operations, including representing these clients in judicial review proceedings. Practice head Joanelle O’Cleirigh specialises in contentious matters, such as investigations and judicial reviews; elsewhere, Alex McLean and Aaron Boyle advise on the procurement of infrastructure projects, with McLean focused on the energy sector. Senior associate Kate O’Donohoe advises regulators on corporate governance as well as disciplinary proceedings.
Arthur Cox is highly active in handling corporate transactions involving telecoms companies, acting on both the buy-side and sell-side of deals. Elsewhere in this sector, the team advises on the development of telecoms products as well as on regulatory issues. Key figures in the team include competition specialist Patrick Horan and Aaron Boyle, who focuses on infrastructure. The pair frequently work alongside the wider firm’s M&A and finance lawyers on telecoms matters.
