The funds are intended to cover operating costs, including salaries, electricity and infrastructure maintenance, and support the implementation of ongoing EBRD-financed projects. The EBRD\u2019s loan is backed by a 40 per cent guarantee from the Government of Spain, structured on equal terms with the EBRD\u2019s financing.<\/p>\n<p>EBRD is Ukraine\u2019s largest institutional investor, having substantially increased its investment in the country since Russia launched a full-scale invasion in 2022.
