held a workshop on recent changes and judicial practices in the regulation of
procurement by legal entities in the Russian fuel and energy sector.

associate Ksenia Podguzova led a VEGAS
LEX workshop on New initiatives and
arbitration practices in the regulation of procurement by legal entities in the
Russian fuel and energy sector
as part of the conference Organization of procurement and supply in the oil
and gas industry: efficiency, innovative methods and analytical tools

The VEGAS LEX experts spoke about initiatives to tighten the regulation of procurement
(Law 223-FZ); about preferences for Russian goods during procurement and how to minimize the risks for the customers and bidders. Discussing
the liability of officials for procurement violation, the lawyers listed the administrative
offenses committed in 2015, and cited the statistics of bidders’ complaints. Finally,
the experts considered the current problems in applying the law in the field of
public procurement and highlighted the main trends in judicial practice.
