The team is advising automotive supplier Star Assembly on a €270m manufacturing plant development project, and is assisting Construcciones y Auxiliar de Ferrocarriles with its work for the fifth Bucharest metro line project. Popovici Niţu Stoica & Asociaţii’s Irena Anca Tudorie is advising Varinak on the bidding procedure for five radiotherapy units worth €250m offered by the Ministry of Health. Alexandru Ambrozie is acting for Swietelsky in a dispute pertaining to its successful bid for a €5m railway rehabilitation project. Managing associate Ramona Pentilescu is also recommended.

Ţuca Zbârcea & Asociaţii has seen an uptick in mandates involving infrastructure and construction. Şerban Pâslaru is advising China Road and Bridge Corporation on the bidding procedure for constructing a €451m suspension bridge over the Danube in Brăila, and together with Vlad Cercel is assisting the Municipality of Galați with the award procedure for a project to build a tunnel underneath the Danube.

Vass Lawyers has ‘excellent knowledge of the public procurement field’. Iulia Vass is praised for her ‘capacity to draw scenarios regarding a certain case and anticipate the results’; she assisted the leader of a consortium of companies with a successful challenge against the award procedure of a €282m ambulances supply contract. Senior associate Alexandra Mititelu is recommended.

bpv Grigorescu Ştefănicăprovides an excellent service’ advising clients on procurements in construction and transport, to name a couple of sectors. In a recent highlight, the team acted for architectural studio Starh in a successful challenge against the National History Museum of Romania’s decision to cancel its competition for developing a restoration design plan for the building; Starh had been declared the winner before the cancellation was announced. Daniel Ştefănică is a notable practitioner.

Bondoc & Asociatii SCA in alliance with White & Case’s ‘result-oriented’ team is assisting Sanofi Romania with a procurement contract for providing vaccines to Romanian distributors. Lucian Bondoc and Viorel Dinu lead on this matter.

DLA Piper Dinu SCA houses a ‘very diligent and rigorous’ team with ‘a solid knowledge base in public procurement’. Defence and medical sector mandates are a core area of strength. Voicu & Filipescu SCA has a strong track record handling energy procurement mandates. Raluca Mihai assisted an EPC contractor with a bid for a €55m contract for a 40MW turnkey gas plant.
