Ellex's key strengths are in commercial energy transactions, electricity projects and regulatory work governing heating and natural gas. Dovile Greblikiene heads the energy group and has been providing cross-border advice to Baltpool energy exchange on the expansion of its business. Specialising in infrastructure projects, Ramunas Petravicius is advising on a gas transmission project between Poland and Lithuania. Jaunius Gumbis heads the regulatory industries and trade practice.

Sorainen's infrastructure, energy and regulatory group is led by Daivis Švirinas, and has considerable expertise in project financing, acting for private equity investors, and in assisting foreign utility providers with establishing Lithuanian operations. In that regard, recent highlights include Mantas Petkevičius and Kęstutis Adamonis advising Continental on its manufacturing plant development in Lithuania. Švirinas acted for Foksita in a dispute with the Ministry of Energy related to the development and construction of a plant in Kaunas. Other clients include Hitachi Europe, Amber Grid and the Lithuanian Association of Independent Heat Producers. Paulius Koverovas has left the firm to join Greenlex.

TGS Baltic has a strong reputation for handling power and infrastructure projects, including financing and dispute work. Marius Matonis is advising BaltCap Infrastructure Fund on the acquisition of a biomass plant development company and the negotiation of a €16m engineering, procurement and construction contract for the further development of a plant in Vilnius. The team also represented the Ministry of Energy in an investor-state arbitration with Veolia Environnement. Other recommended lawyers include Vilius Bernatonis and Paulius Zapolskis. Senior associate Gailė Juozapaitytė is known for her expertise in energy-related regulatory compliance.

Cobalt has strength in power and transport infrastructure, often advising on the largest strategic infrastructure projects in Lithuania. Led by Simona Oliškevičiūtė-Cicėnienė, the team, which included head of public procurement Deividas Soloveičik, advised Rail Baltica Statyba on the development of Rail Baltica, a strategic EU transport project. Juozas Rimas is also noted. Clients include Lithuanian Railways and Lords LB Asset Management.

At GLIMSTEDT Bernotas & Partners, Egidijus Bernotas leads the energy team, which was recently instructed by the European Bank for Reconstruction and Development on a number of different projects concerning the development of a pilot ESCO energy efficiency programme. Senior associate Feliksas Miliutis has extensive experience of PPP financing. Marius Embrektas is a key figure.

Gintaras Balčiūnas heads the practice at LEADELL Balčiūnas & Grajauskas, which advised Achema on regulations related to public service obligations and on a proposed levy on the electricity it manufactures. Managing associate Vaidas Radvila and associate Artūras Liutvinas are also noted. Eesti Energia and Renerga are also clients.

Primus Derling recently advised Polish energy company PKP Energetyka on establishing its Lithuanian operations, assisting with construction regulations, licensing and employment law. Led by Robert Juodka, the team has experience in PPP financing structures and acts for a range of domestic and international clients. Senior associate Jaroslav Pavlovskij joined the firm in 2018.

PwC Legal's energy and infrastructure team is co-led by Rokas Bukauskas and Teodoras Steponavičius. Recent work includes assisting Vilnius City Municipality with tender and concession issues related to the PPP project for the construction of a national football stadium in the capital. The team also advised the Lithuanian Road Administration on improving the management of road assets. Herkus Gabartas left the firm for Deloitte Legal, Professional Partnership of Advocates.
