The government of Kobe City recently engaged Anderson Mori & Tomotsune's Takashi Akahane and Reiji Takahashi to advise on the concession bid by a consortium (including VINCI and ORIX) in the privatisation of Kobe Airport; Akahane also represented the Ministry of Justice in its sale of concession rights for the operation of former Nara prison to a consortium led by Solare Hotels and Resorts. In other highlights, Satoshi Inoue and Ko Hanamizu assisted the arrangers with their syndicated loan transaction for a submarine optical cable connecting Hong Kong and Guam, and Daisuke Yamaguchi oversaw Japan Overseas Infrastructure Investment Corporation for Transport and Urban Development's investment in an urban development project in Jakarta. On the renewable power side, Norifumi Takeuchi acted for Shinsei Bank in the project financing of mega solar power projects.

Mori Hamada & Matsumoto has a strong track record in the energy space where its attorneys act for lenders, sponsors, corporates, investment funds and other stakeholders in project financing and PFI/PPP matters. Joint venture company JERA instructed a team led by Takahiro Kobayashi to oversee the construction and financing of a new coal-fired power station adjacent to Tokyo Electric's Hitachinaka plant, and Naoki Ishikawa represented Thai Solar Energy in its acquisition of a 155MW photovoltaic power project in Japan from a European developer. On the infrastructure side, Hiroki Aoyama assisted Mitsubishi (the representative of a bidding consortium) in the operation and management of Takamatsu Airport; part of the government's privatisation programme. Yusuke Suehiro and Yusuke Murakami were recently made partner and played a key role in project development mandates in the renewable power space such as biomass and offshore wind plants. Other key names include Masanori Sato and Shigeki Okatani.

Nagashima Ohno & Tsunematsu entrusts its projects and energy offering to Shunpei Tanaka and Jiro Mikami, and recently bolstered its lineup through the promotion to partner of Hiroshi Fujiwara and financing specialist Shinichiro Horaguchi. In recent highlights, Akemi Suzuki and Rintaro Hirano represented GE Energy Financial Services in forming its first solar energy fund. Terukazu Katsuyama, acting on behalf of several Japanese banks, oversaw the project financing aspects of the construction of a wind power plant in southern Japan and also acted for the Development Bank of Japan in the financing of a biomass plant in Chiba. JERA appointed a team led by Kei Okubo to draft PPAs and EPC contracts related to a number of power plants, and Kiyoshi Honda provides ongoing counsel to an electricity and gas retail business in Japan. Also notable is Takao Higuchi who has considerable experience in PFI and PPP issue and banking mandates.

The projects and infrastructure team at Nishimura & Asahi handles domestic and cross-border PPP/PFI projects for the construction and operation of large-scale infrastructure assets such as airports and shipping terminals, as well as power plants. On the energy front, the group has been advising Japanese oil refiner Idemitsu on all aspects of its merger with Showa Shell. Maya Ito and counsel Mihoko Shima assisted JX Mining with its transfer of shares in the Collahuasi and Los Pelambres copper mines in Chile. Mark Tudor leads the energy and natural resources department. Hiroshi Maeda joined Atsumi & Sakai in January 2019.

At Atsumi & SakaiMiho Niunoya and Yuko Nihonmatsu advised the Japan Research Institute and Maebashi City on a PPP project to design, build and operate a roadside station, entertainment and sightseeing facility in Maebashi City. Corporate expert Hiroyuki Sanbe recently acted for the Global Infrastructure Partners in the Japanese law aspects of its takeover of Equis Fund's wind and solar energy portfolio, and Ryosuke Oue aided in the acquisition of shares in large-scale power projects of an electricity company. Other key names include nuclear specialist Simon Bezzina – who advised on the English law aspects of the procurement of nuclear power facilities – Michiaki HosoiJunko Ogushi and Yutaka Sakai. Hiroshi Maeda has joined from Nishimura & Asahi.

The projects and energy team at TMI Associates operates as part of its finance division under the leadership of Yoshiyasu Yamaguchi. The team – represented by Kiyomi Kikuchi – is acting as Japanese counsel to JOIN, the partner investor of the concession company created to operate the Palau international airport PPP project. Meanwhile, Yoshikazu Noma is overseeing the development of a mega solar power plant in Hiroshima. Takenobu Imaeda is a key name to note in the renewable power space where he intervened in several large-scale solar projects on behalf of high-profile banks, while Yoshiyasu Yamaguchi and Mizuki Koshimoto advised the project company on the project documentation required for a biomass power generation plant in Japan.

Young firm Kaynex Law Offices fields founding partner Kota Kikuchi to represent Japanese and international clients in a range of energy projects, particularly with regards to renewable power. In recent highlights, Kikuchi intervened in the acquisition, development, financing and disposal of a solar project in Japan, and secured construction loans from major banks for the procurement of others. On the corporate side, he acted for a European asset management company in its acquisition of a portfolio of solar assets to be located in Japan.
