Position

Heather specialises in public, regulatory and commercial law. Heather has an extensive public law practice and is ranked as a leading junior in this area. She advises on public law issues in the context of local government, housing, community care, healthcare, education and planning and environmental law. She is regularly instructed in judicial review proceedings, both for claimants and public bodies and has been instructed in a number of leading public law cases in the past year including a judicial review relating to the burial of King Richard III, the first judicial review challenge to a Council Tax Reduction Scheme (heard by the Supreme Court in 2014) and an appeal before the Supreme Court concerning the priority need provisions of the Housing Act 1996. Heather has particular expertise in regulatory law and advises and acts for a number of regulatory bodies and Ombudsmen. She also has expertise in professional discipline and is regularly instructed in proceedings before the SDT and High Court in this context.

  • Possession Proceedings 28 August 2012

    The lower courts continue to clarify the position following the decisions of the Supreme Court in Manchester City Council v Pinnock [2010] UKSC 45; [2011] 2 AC 104 and Hounslow London Borough Council v Powell [2011] UKSC 8; [2011] 2 AC 18 on the application of Article 8 ECHR to defend possession proceedings.
