Career

Called 1985 (Inner Temple), Philip specialises in all aspects of licensing: alcohol, entertainment, festivals, stadia, sex shops, sexual entertainment venues, gambling (casinos, betting, bingo, AGCs, FECs and remote), taxis and caravan sites. He acts for industry, trade associations, local authorities, police, national regulators, campaign groups and communities in alcohol, gambling and sex work. He also acts for interesting or niche independents and small operators.

Recent notable cases include Uber (various), Fabric, Hillsborough, festivals (Wireless, Lovebox, Boomtown), Hemming v Westminster (sex fees case). He appears in front of the Supreme Court, Licensing Committees, in the Magistrates' Courts, the High Court, the Court of Appeal,  and the Court of Justice of the European Union.

He is widely involved in training and advising on policy and strategy. 

Philip is the editor of Licensed Premises: Law and Practice (2013 Bloomsbury); Gambling for Local Authorities: Licensing, Planning and Regeneration (2010 Institute of Licensing); author Sex Licensing (2010 Institute of Licensing); Cornerstone on Councillors' Conduct (2015 Bloomsbury); Encyclopedia of Forms and Precedents on Licensing (2015 Lexis Nexis); Atkins Court Forms on Licensing (2012 Lexis Nexis); Saving Open Space (2004 Green Space).

James Findlay QC advises on areas including gambling (casinos and betting), taxi and private hire licensing as part of his broad public law practice and has advised a private hire company on a potential judicial review of a decision to refuse to license a base outside of London. Meanwhile, Ranjit Bhose QC is advising the dance music festival, We Are Festvl, on obtaining the grant of a long-term licence to operate an annual event.
