Simon specialises in complex international litigation and arbitration. He enjoys a broad commercial practice, while also specializing in infrastructure, cross-border investment (including investor-state), financial services and fraud disputes.
He regularly acts for Chinese clients in major cases, both in the English courts and in arbitration in Singapore, London and elsewhere.
In recent years, Simon has acted as sole or lead counsel in numerous arbitrations under a range of institutional rules. These have included the International Chamber of Commerce (ICC), London Court of International Arbitration, Singapore International Arbitration Centre (SIAC), Hong Kong International Arbitration Centre, London Maritime Arbitrators Association and ad hoc arbitrations, both in London and the ASEAN region.
His recent cases have involved joint venture and post-merger disputes, power plant construction, oil rig construction, mining, intra-company/shareholder disputes, banking, and commodity trading disputes. He has also been instructed in English court litigation on jurisdictional issues, anti-suit injunctions, enforcement and challenge of arbitral awards and public international law.
Simon also sits as arbitrator and has conducted arbitral proceedings up to, and including, the award stage.


Called 2005. Previously a policy adviser in UK civil service and speechwriter for HM Treasury ministers. Publications: Co-author of MacGillivray on Insurance Law (12th Edition, 2012) and supplements thereto.


Working knowledge of Mandarin Chinese (able to read and edit/compose documents). Basic German and Bahasa Indonesia.

Offshore work and energy trading are particular areas of expertise for 20 Essex Street’s energy practice, which is frequently instructed by clients from China and Korea. Timothy Hill QC acted for the claimant, the owners of the vessel Magellan Spirit, in a commercial dispute regarding a terminated contract for the sale of liquefied natural gas to Korea. Simon Milnes acted in a charter-party dispute between European, Hong Kong and Thai parties. Charles Kimmins QC, David Lewis QC and Duncan Matthews QC are the other key sector experts.
