Position

Jonathan is a partner in the planning and Infrastructure team. His expertise includes major infrastructure, compulsory purchase orders (CPOs), highways, town and country planning and compensation. Jonathan acts for several local authorities and commercial clients both promoting and opposing schemes including a retail and highway schemes for local authorities and a gas storage scheme requiring CPO powers. He has promoted a CCGT power station and offshore wind farms requiring Development Consent Orders and has acted for statutory undertakers making representations in connection with other schemes.  He appeared as a Parliamentary Agent for a number of petitioners in the House of Commons on HS2 and is representing some petitioners in the House of Lords.  Jonathan acts on a number of Lands Tribunal compensation claims for both claimants and acquiring authorities. Womble Bond Dickinson (UK) LLP represents developers, major utility companies, leading energy companies such as Vattenfall and Orsted, and independents. Recent corporate highlights include Sebastian Briggs 's advice to longstanding client RES on the sale of the Port Tyne battery storage project, while Simon Hughes oversaw a number of project developments such as the Dudgeon offshore wind farm and associated mandates such as the construction of a landward cable to connect the plant to the National Grid and the real estate aspects the incoming OFTO disposal. Ofgem appointed practice head Chris Towner , planning partner Jon Bower and construction expert Alex Hirom to assess the implications of developing a new regime to competitively tender new, separable and high-value transmission assets. The dispute resolution offering recently represented an electricity generator in a dispute with a utility provider arising from its SSA under the leadership of Ian Newcombe ; Thomas Williams recently joined the energy disputes team from Boodle Hatfield LLP .

Jonathan Bower heads the team and focuses on infrastructure planning, energy and regeneration projects. Charles Robson deals with development and financing of infrastructure projects. Kevin Gibbs specialises in regeneration and infrastructure schemes. Patrick Wetherall deals with high-value real estate disputes. Katherine Douglas acted for Three Rivers District Council in relation to a mixed-use regeneration project in partnership with Countryside Properties (UK) and Home Group to develop over 500 new homes, this deal was worth around £172m. Another highlight includes the successful defence of West Berkshire District Council in the High Court in relation to a judicial review and procurement challenge brought by Faraday Development. A further highlight includes acting for Tewkesbury Borough Council and Watford Borough Council in relation to the purchase of an industrial site at Challenge House.

Womble Bond Dickinson (UK) LLP handles contentious and non-contentious planning mandates for public and private sector clients involved in major national energy projects and regeneration schemes. Jonathan Bower and Katherine Douglas are assisting West Berkshire District Council with the planning aspects of a number of regeneration projects in Newbury, including a mixed-use development at Parkway and the regeneration of an industrial estate at London Road. In the energy space, Victoria Redman advised Vattenfall on the planning aspects of two new offshore wind farms. Similarly, Bower and Redman are handling the land negotiations and strategic planning issues for two multibillion-pound energy developments.
