Stephen Jurgenson is a partner in the corporate and finance department. He has more than 20 years of experience representing clients on complex transactions, project finance, and infrastructure projects around the world, in particular across the Middle East, Europe, and Africa. 

Stephen's core disciplines include project development and finance, banking and institutional finance, corporate lending, mergers and acquisitions, and construction. He has an extensive track record in the power, water, renewable energy, oil & gas, and natural resources sectors. He regularly advises on infrastructure projects and PPP matters, including airports, roads, and rail. He has worked in many countries globally but focuses on Europe, the Middle East, and Africa.


Stephen received his M.A. from the University of Cambridge in 1993 and he completed his LPC from Nottingham Law School in 1994. He was admitted to the Law Society of England and Wales in 1997.

The infrastructure team at Winston & Strawn London LLP handles 'first-of-its-kind' international projects across a range of jurisdictions under the leadership of James Simpson who co-heads the firm's global project finance outfit. Stephen Jurgenson recently transferred to London from the Dubai office and is part of the team advising Electrogas Malta on all aspects of its LNG-to-power project. Several institutional investors engaged a team spearheaded by Rebecca Finn and supported by the New York office and associate Conor Boyle to handle a private placement of non-recourse senior secured bonds with a 2.73% coupon. Also notable is of counsel Jason Parker who continues to assist a joint venture company with the development and financing of a recently-expanded petrochemical and petroleum refining complex in the Middle East.

Global co-head of project finance¬†James Simpson¬†jointly leads the oil and gas at¬†Winston & Strawn London LLP¬†with¬†Zo√ę Ashcroft¬†who also leads the London corporate and finance department. Recently bolstered by the transfer of¬†Stephen Jurgenson¬†from the firm's Dubai office, the practice advised Electrogas on all aspects of the innovative LNG-to-power project in Malta; of counsel¬†Jason Parker¬†also collaborated on this mandate. Parker and Simpson also teamed up as project counsel to a joint venture planning to build an LNG terminal and distribution facility in Southern Europe.
