Luisa is a senior associate in our litigation and dispute management group and part of our inquiries and investigations team. Luisa has worked in dispute resolution with private and public sector clients since qualification with Eversheds in 2002. She has special expertise in public law issues.

Luisa was one of the Senior Lawyers instructed as part of the team acting Solicitor to the Mid Staffordshire NHS Foundation Trust Inquiry.

Luisa has a breadth of experience in all areas of dispute resolution including mediation. She commonly advises on breach of contract, termination, restrictive covenants and defamation.

Luisa was part of the team that acted for the Department for Transport in the high profile judicial review and procurement challenge relating to rail franchise awards. She previously acted for DEFRA in relation to restitution claims arising out of the foot and mouth outbreak. She has advised Universities and Deaneries defending judicial review applications and acted in judicial review proceedings relating to the closure of care homes.

Luisa is recognised for her professional discipline work having acted for the General Medical Council over a 7 year period and more recently having been appointed to the Care Council for Wales’ panel of Presenting Officers.

Luisa is also experienced in representing clients seeking to challenge decisions of regulators, including OFSTED, the Care Quality Commission and the Quality Assurance Agency.

Luisa has been regarded by Chambers and Partners as a leading individual since 2009 with comments including that she is “widely recognised for handling difficult witnesses and tricky cases with a calm and reassuring manner” and “a formidable record for handling investigations and prosecuting allegations of misconduct against medical professionals”.

She is a member of the Association of Regulatory and Disciplinary Lawyers.

Eversheds Sutherland (International) LLP's Cardiff-based Peter Jones leads the professional discipline practice; Trish D’Souza is a senior associate specialising in fitness to practise and education work; and principal associate Luisa Gibbons acts as legal adviser to the professional conduct panels and induction appeal panels of the National College for Teaching and Leadership (NCTL). The team acted for the NCTL in a case involving two former headteachers and a deputy headteacher, each facing in excess of 20 core and 40 sub-allegations.

 Eversheds Sutherland (International) LLP ‘s two-partner team provides a ‘responsive and commercial' service to private and public sector clients across a range of litigation including in relation to niche areas such as public procurement litigation, fitness to practice and public inquiry work. In addition to handling general commercial litigation work,  Peter Jones  leads the firm's national Inquiries and Investigations group and is recognised as 'probably having the greatest experience of working in public inquiries of any solicitor currently in practice'. As well as continuing to lead a team of lawyers acting as Solicitors to the Independent Jersey Care Inquiry, Jones is also currently representing Cadent Gas as an interested party in the high-profile Grenfell Tower Public Inquiry. Senior associate Angharad Shurmer 'displays impressive knowledge of the cases in which she is involved in' and works alongside Jones on the public inquiries handled by the firm. Richard Pitt  leads the national transport group within the commercial litigation practice and is also well-regarded in the market for handling public procurement disputes. Pitt is representing Wrexham Glyndwr University in the defence of judicial review proceedings brought by numerous foreign students following the withdrawal of the University’s sponsorship from international students, who had either failed to pay their tuition fees or whose entrance to the University may have been linked to a fraudulently obtained English qualification. Senior associate Trish D’Souza is regularly involved in education-related disputes and assisted Pitt on the aforementioned matter. Principal associate Luisa Gibbons handles a range of general commercial litigation, as well as public inquiries and  professional discipline work.
