Chris is a partner in our construction and engineering group advising clients on the procurement of major construction and engineering projects.

He advises on procurement strategies, framework agreements, construction & engineering contracts, alliancing and partnering contracts, PPP agreements, professional team appointments and ancillary construction documents. He is experienced in the full range of standard form construction and engineering contracts including NEC3, MF/1, JCT, ICC(ICE) and FIDIC.

Chris is described as “recommended” in Legal 500.

His recent experience includes:

  • Advising on the procurement of strategic partners for a £3.1billion mains replacement programme across UK gas distribution networks to tie in with Ofgem's 8 year RIIO-GD1 price control period. 
  • Advising a regulated transport infrastructure client on long term ICC and NEC3 based frameworks and bespoke joint delivery alliancing agreements for the maintenance, upgrade and extension of its network with a value of in excess of £2billion. 
  • Advising a UK water utility on the procurement of its alliancing agreements for its 5 year Asset Management Plan 6 (AMP6) programme of capital investment in clean and dirty water infrastructure.

Project finance and PFI

Eversheds Sutherland (International) LLP is active across infrastructure projects in the energy, transport and social infrastructure sectors and often utilises its national and international network of offices to advise on domestic and cross-border mandates. Jackie Heeds is a partner in the firm’s international infrastructure group and is experienced on infrastructure transactions procured through PFI, PPP and joint ventures and led advice for the UK Infrastructure and Projects Authority regarding a review and updates to the draft guidance for contracts under PF2, the successor to PFI. Heeds is also instructed by Transport for Greater Manchester on its project to restructure the operation and maintenance contractual structure for the Metrolink light rail system and procure a new operator-maintainer, and is acting for London and Continental Railway on the Mayfield Regeneration Project, a £550m development in the Mayfield Quarter of Manchester. Chris Pickens is part of the firm’s construction and engineering group and advises on major infrastructure projects and Kuljeet Gill handles a range of regeneration and development projects.

North West: Real estate

Eversheds Sutherland (International) LLP is regularly engaged on a range of contentious and non-contentious construction work and the team is noted for its procurement expertise. The infrastructure, energy, transport and real estate sectors are key areas of expertise for the department. The team advised Network Rail Infrastructure on a the electrification and upgrade of the Transpennine Route from Manchester Victoria to Leeds and York and is instructed by Manchester City Council on its £330m project to refurbish Manchester Town Hall.  It is also advising National Grid on the construction of a sub-sea electricity cable connecting the Shetland Islands with the Scottish mainland electricity transmission network.  Simon Chamberlain is head of construction and engineering in the North and is experienced in contentious and non-contentious construction matters. Chris Pickens advises on the procurement of infrastructure projects and recently promoted partner Gregory Buckley handles construction and engineering disputes. Lucy Frith has joined Clyde & Co LLP.
