Work Department

Juliet is a senior associate in our National Planning Team, specialising in public infrastructure projects and planning work. She has ten years' experience in the area, and has advised on the authorisation of railway and light rail schemes by Hybrid Bill, Transport and Works Act Orders, Acts of the Scottish Parliament and Transport and Works (Scotland) Act Orders. Juliet also advises on the provisions of the Planning Act 2008, and her work involves Development Consent Orders and the procedures under the 2008 Act. She advises harbour authorities on matters relating to their undertakings, and has experience in drafting orders under the Harbours Act 1964.

Juliet's current work includes advising Crossrail Limited on the implementation of the Crossrail Act 2008, including the promotion of a transport and works act order to authorise Crossrail Works outside the remit of the Act. Prior to joining Eversheds in January 2010, Juliet was part of the legal team promoting the Crossrail Bill through Parliament. Juliet acts for TfL in relation to the Crossrail project and other matters. She is also busy in the promotion of a transport and works order to authorised the Leeds Station Southern Entrance scheme, and the Chiltern Railways (Bicester to Oxford) Improvements Order.  She is part of the team promoting the HS2 hybrid Bill.

Her work has given Juliet extensive experience in town and country planning issues, as well as negotiating development and contribution agreements, section 106 agreements and bespoke contracts associated with implementing projects. She advises on the procedural, environmental, compulsory purchase and compensation issues that arise in connection with public infrastructure projects. As well as acting for promoters, Juliet advises objectors to such schemes, from the drafting of objections to negotiating the terms of and drafting the agreement to protect a variety of interests, including those of statutory undertakers.  Juliet was nominated as a rising star in Reuters Super Lawyer publication in 2013.
