The full-service practice at Bufete Aguirre Soc. Civ., which is spread across La Paz and Santa Cruz, is headed by Ignacio Aguirre. It is active in a wide variety of sectors, though it has been particularly busy in energy, natural resources and telecoms: Milenka Saavedra advised thyssenkrupp Raw Materials and thyssenkrupp Materials on two separate $106m contracts for the purchase of Vinto smelter’s tin production exports, and assisted telecoms operators such as Telesat Canada and Intelsat International Systems with regulatory matters and permit procurement. Other clients of the practice, which counts corporate governance as a key strength, include Minera San Cristóbal, Accion International, GM Commodities and Tetra Pak. Fernando Aguirre and Carolina Aguirre are also noted members of the practice group.

Energy and natural resources

The ‘excellent’ team at Bufete Aguirre Soc. Civ. provides ‘personalised attention, speedy response times and a high level of industry knowledge’. It is active in mining, electricity and oil and gas. Department head Ignacio Aguirre advised Minera San Cristóbal, Silex Minera and Minera Mimesa on corporate governance matters and on adapting to the mining and metallurgy law that came into effect in August 2016; in conjunction with Carolina Aguirre, he also assisted Gazprom’s Bolivian branch with various corporate compliance matters. Senior partner Fernando Aguirre, who is praised for his ‘vast experience and knowledge of Bolivian investment laws and oil and gas’, advised the National Association of Medium Miners on regulatory compliance. The team is also working with French development agency AFD in relation to solar projects. Other clients include Couer Mining, Esmical and Hidroeléctrica Boliviana. Milenka Saavedra is also active in the sector.

The ‘highly knowledgeable’ Perla Koziner heads Bufete Aguirre Soc. Civ.’s ‘very responsive, very professional’ department, with strong support from Carolina Aguirre, litigator Milenka Saavedra and the ‘extremely experienced’ Pilar Salazar. Senior associate Alessio Rosso is also noted. Based in La Paz since its founding, 2016 saw the firm open a branch in Santa Cruz which has already won a reputation for its strength in infringement actions. Koziner represented BVLGARI and Louis Vitton at the Supreme Court in a cancellation case against the trade marks office. Other clients include DUNA and Nintendo. Since the conclusion of research the firm has merged its IP department with that of Quintanilla, Soria & Nishizawa to create new entity Meliora IP.

Milenka Saavedra is the key contact at Bufete Aguirre Soc. Civ., with strong support from Carolina Aguirre. The practice focuses primarily on advising foreign clients regarding labour regulations and compliance in Bolivia, and handles considerable preventative / pre-emptive work to avoid litigation. It also assists clients with dismissal settlements, labour-contract review and social security contributions. Clients include Repsol E&P Bolivia, Grupo Alcos, Tetra Pak and Rainforest Alliance.

Real estate

The La Paz-based team at Bufete Aguirre Soc. Civ. is led by senior partner Fernando Aguirre with support from Carolina Aguirre and Ignacio Aguirre. The group acted for the US Embassy on various property sales and purchases, most notably the acquisition of property for the Ambassador’s residence in La Paz. It also advised Embotelladoras Bolivianas Unidas on the purchase of land for its new distribution centre, and assisted Grupo Alcos with various real estate matters. An additional strength of the department, overlapping with civil and tax law, is acting for high-net-worth individuals on property matters, especially relating to inheritance issues.
