Position
Eric Silverman is a partner in the New York office of Milbank, Tweed, Hadley & McCloy and co-chair of the firm’s Project Finance Group. Mr. Silverman has extensive experience in project development and financing of major energy, power and infrastructure projects in the US and overseas. His experience includes representing multinational corporations, private equity funds and other project participants in greenfield projects and acquisitions/restructuring/recapitalization transactions. He has also advised hedge funds, bondholders and other investors in connection with acquisitions and divestitures of infrastructure assets and distressed companies in the energy, telecoms and natural resources sectors. Mr. Silverman has represented international energy companies, project sponsors and financial investors (including banks, official credit agencies and underwriters) in connection with the development, acquisition and financing of power projects (IPPs), upstream oil and gas, LNG, petrochemical, refinery, pipeline and other major energy projects; telecommunications projects including global satellite telecom, fibre optic networks and other telecom systems; natural resources, environmental facilities, transportation infrastructure and others. His financing experience includes Rule 144A project bonds, securitizations, private equity funds, project leasing and other financing structures. Recent engagements include: acquisition of Cogentrix, Inc. (2330 MW portfolio) by private equity investors; development and financing of LNG terminals in the US and Mexico; NGL II (gas to liquids) monetization in Nigeria; monetization of power and gas hedging positions for Deer Park, Texas refinery; restructuring and recapitalization of 3000 MW merchant power project in New England; development and financing of geothermal IPPs in Western US structuring, acquisition and development of renewable energy projects, including solar, hydro, wind and biomass projects to qualify for production tax credit and renewable energy credits; Termobahia and Ibirite IPPs and Barracuda Oil Project (Brazil); Gas Andes Pipeline (Argentina/Chile); Malampaya Gas Field Acquisition (Philippines); Sincor and Petrozuata Heavy Oil Projects (Venezuela); Parana IPP (Argentina); San Roque IPP (Philippines); Doswell IPP (USA); Global Octanes MTBE Project, Proesa MTBE Project (Mexico); Sithe Independence Project (USA); Meizhou Wan Power Project (China); Paiton Power Project (Indonesia); Marmara Power Project (Turkey); Excel Paralubes Project (USA); EGAT–Rayong Privatization (Thailand) and Centragas Pipeline Project (Colombia).
Career
Mr. Silverman was a founder and former chairman of the International Private Energy Association. He is a member of the section on Energy and Natural Resources of the American Bar Association, the New York State Bar Association and the Bar Association of the City of New York. He has published numerous articles and speeches on energy, infrastructure, project finance and various energy regulatory topics. Mr. Silverman has been recognized as a leading lawyer in Project Finance by Chambers Global and Chambers USA and Legal 500.
