With deep understanding of how the public sector works’, infrastructure-focused firm Durán & Osorio Abogados Asociados is experienced in advising public and private clients involved in major public-private partnerships, concessions and infrastructure projects in Colombia, such as the capital’s first metro-line project. Indeed, the firm is currently advising FDN and Empresa Metro de Bogotá on the negotiation and closing of various loan agreements with the IDB, the International Bank for Reconstruction and Development (IBRD) and the European Investment Bank (EIB); the final credit closure is expected to reach $1.68bn. Jorge Gabriel Taboada leads the practice, with key name Álvaro Gasca leading the assistance to FDN and Empresa Férrea Regional on the structuring of the financial closure of the second and third stages of the TransMilenio transportation project in Soacha, near Bogotá. Durán & Osorio Abogados Asociados’ expertise in special regulations regarding energy generation and water resources is widely recognised due to the firm’s profound niche expertise in the construction and operation of public services utilities. Jorge Gabriel Taboada and Gustavo Osorio lead the team, with Álvaro Gasca a third key figure. The firm is structuring the PPP projects of Canoas wastewater treatment plant in the city of Soacha, as well as the water supply and sewage system of the city of Santa Marta. It is also advising the Superintendence of Public Utilities with regard to the entire procedure of intervening in Electricaribe, one of the most important energy suppliers in the Caribbean Region, which went into liquidation; the mandate includes the representation of the Colombian state in potential litigations related to the administration and liquidation process. Other mandates include advising Empresa de Energía de Bogotá (EEB) on developing an analysis of all the projects under execution in the energy sector - specifically those involving energy transmission. The team also acts as a strategic business adviser to EEDAS, CEDELCA and DISPAC.

Within: Projects

Durán & Osorio Abogados Asociados is particularly recommended for its handling of public-private partnership (PPP) projects. Álvaro Durán and Jorge Gabriel Taboada, both ‘always willing to collaborate’, head the team, with Álvaro Gasca (‘very specific in his concepts’) and Carlos Andrés Sánchez also key members. Since 2017, the practice has been part of a consortium advising the Government on the construction, operation and maintenance of Bogota’s first metro line, a flagship $4.3bn project, handling the drafting of the preliminary documentation for the transaction, as well as the international bidding process which attracted seven interested parties. In other work the team is advising Empresa Férrea Regional on the structuring of Regiotram, an $800m suburban train project in Cundinamarca. Other mandates included acting as legal advisers on the structuring of the Hospital Infrastructure Programme -involving the construction, provision and maintenance of six public hospitals in Bogotá - via a PPP mechanism.
