Ms. Rosenthal is a partner in Fried Frank's Real Estate Department, resident in the New York Office. Ms. Rosenthal has had over 25 years of experience as land use and development counsel to developers, businesses, hospitals and other non-profit institutions.  She has successfully prosecuted applications for zoning amendments, special permits, variances, state and city environment quality reviews, landmarked site approvals and other governmental approvals.  She has broad-based experience in project development, housing, transportation and joint public-private initiatives, and has represented clients in numerous transactions for the transfer of development rights, government acquisitions and turn-key developments.


Ms. Rosenthal joined the Firm as a partner in 2007. Ms. Rosenthal is a former associate counsel to the New York City Department of Planning (1986 to 1988) and was an Adjunct Professor of New York Law School, where she taught land use law. Ms. Rosenthal frequently teaches at conferences and seminars for clients and professional organizations and has contributed numerous articles and papers for publication. Additionally, Ms. Rosenthal served as law clerk to the United States Court of Appeals for the Ninth Circuit.


Ms. Rosenthal is a member of the Women’s Forum Planning Committee, a representative group directing Fried Frank’s Firmwide women’s affinity group. Ms. Rosenthal is also a trustee of Citizens Budget Commission. She is on the advisory board of Cityland (The Center for New York City Law, New York Law School) and a board members of both the Citizen’s Housing and Planning Committee and. Hunter High School PTA. She is also chair of the Zoning Committee of the American Planning Association, New York Metro.


Ms. Rosenthal earned her JD from New York University School of Law, where she was a staff member and note and comment editor for Review of Law and Social Change, in 1982 and her BA from Brandeis University, magna cum laude and Phi Beta Kappa, in 1979.

She also attended the London School of Economics and Political Science from 1977 to 1978.
