Holly Fechner is a partner in the public policy practice. Named a top lobbyist by The Hill, Ms. Fechner manages teams that handle public policy, government affairs and regulatory matters for clients in Washington, DC and around the world. Covington’s global public policy and government affairs practice has been ranked among the top five firms by National Journal’s Influence magazine for years. She is a former co-chair of the practice. Drawing on her extensive public and private sector experience, Ms. Fechner offers clients comprehensive advocacy services, including strategic advice, substantive legal and regulatory expertise, and policy and message development. With over two decades of legal, legislative and public policy experience, Ms. Fechner focuses on pensions, healthcare, intellectual property, tax, food, energy and education. She has a proven track record in assisting clients fulfill their government affairs goals. Ms. Fechner is also a visiting lecturer at the Harvard Kennedy School of Government.

Ms. Fechner was Policy Director for Senator Edward M. Kennedy (D-Massachusetts). In that position, she developed policy initiatives, legislation and campaigns on a broad range of issues, including the economy, health care, employment, education, retirement policy, and civil rights. She was also Chief Labor & Pensions Counsel for the Senate Health, Education, Labor & Pensions Committee. In her eight years on Capitol Hill, Ms. Fechner served as chief negotiator and drove passage of over a dozen laws worth hundreds of billions of dollars.

Covington & Burling LLP’s public policy and government affairs group has outstanding international reach, particularly due to its close cooperation with Brussels-based practitioners. On the US level, the group advised the Protect Trade Secrets Coalition on drafting legislative language and winning over Congress regarding the creation of a federal cause of action for companies to protect their trade secrets, and the provision of remedies for companies whose trade secrets are misappropriated. On behalf of Microsoft, the team regularly handles a multitude of subjects, including data storage, cybersecurity, immigration and tax. Roger Zakheim, who stands out for aerospace and defense work, led advocacy for BAE Systems’ ground vehicle priorities in defense authorization and appropriation bills. Of counsel Brian Smith is highly rated for congressional investigations, while Holly Fechner, John Veroneau, Eric Holder, of counsel Muftiah McCartin and senior of counsel Daniel Spiegel are also recommended.
