Position
Stephen Matthews’ practice centers on banking and finance, corporate (including M&A and private equity), commercial, telecommunications and cross-border investment, especially in business ventures in Saudi Arabia and other GCC states. He has worked on contracts and financings for many infrastructure projects in the region including oil refineries, petrochemical plants, pipelines, manufacturing plants, railroads, defense and security projects and telecommunications networks. He also has substantial experience in dispute resolution matters in the GCC, including construction projects and investment contracts, and conducting internal investigations.

Georgetown University Law Center, J.D. 1983; Princeton University, A.B. (Near Eastern Studies) 1980; Study at University of Isfahan, Iran, 1978-79. Professional career: Mr. Matthews commenced his legal career in Washington, D.C. He moved to Riyadh, Saudi Arabia in 1996 and joined Arent Fox Kintner Plotkin & Kahn as a Partner in 1999. In 2001 he joined Baker Botts L.L.P. as a Partner, first in Riyadh (in association with the Law Office of Mohanned S. Al-Rasheed) and since 2005 in Dubai, United Arab Emirates.
