Penny joined Morgan Cole in October 2013. Prior to that she worked within Bevan Brittan’s local government outsourcing team and headed up their leisure, culture, housing and regeneration teams. Penny has over 14 years’ experience in advising local government, health trusts, private sector clients, social enterprises and funders on a full range of commercial contracts. Her experience ranges from structuring and implementing commercial contracts, warranties, guarantee and performance arrangements to more complex major procurement projects. She has strong experience in the leisure, housing, education and health sectors and sound working knowledge of financial, manufacturing, waste and energy markets. Penny also leads on combined housing, leisure and civic infrastructure projects, working on innovative regeneration models to include joint venture vehicles.

Blake Morgan LLP's multi-disciplinary team, which is made up of litigators and corporate, real estate and employment specialists among others, provides 'an excellent service'. Matthew Smith, who is the head of the education sector practice, assisted Hereford Sixth Form College with its conversion to academy status, which included preparing a funding agreement with the Department for Education, and advising on due diligence issues, revised governance arrangements and asset transfers. Tim Forer led a substantial team that handled a large-scale title review and academy conversion project for a schools trust. In other work, the team advised the National College for Teaching and Leadership with disciplinary actions taken against a number of teachers in connection with the so-called Trojan horse letter, which alleged a strategy by some individuals to take over and run schools on strict religious principles. Blake Morgan LLP has a strong reputation for servicing technology transactions out of the firm’s Oxford and Reading offices, including spinouts, M&A and equity/debt fundraises. Simon Staples joined the team in April 2017, having previously headed the equity capital markets team at Ashfords LLP, and specialises in advising high-tech companies. Staples and Guy Constant acted for Medical Imaging Partnership in its acquisition of the MRI business of Nuada Medical Specialist Imaging, including the transaction’s ancillary equity fundraising issues, while Staples and Mark Hepworth handled Swanton Holdings (Jersey)’s £40m sale of Swanton Care & Community to an Apposite Capital SPV buyer. Alison Patten-Hall heads the firm’s commercial offering, working for public and private sector providers on a range of commercial projects, including IT and outsourcing projects. One recent highlight on this front saw Stephen Tainsh and legal director Elisabeth Bell advise Utilita Energy on a range of commercial projects relating to the provision of utility services to consumers. Significant new client instructions have been received from Nutriment, Label Express and Teathers Financial. Penny Rinta-Suksi splits her time between Reading and Oxford; associate Tim Coles and consultant Dionne Simpson are other key figures in the practice.

Blake Morgan LLP's projects practice provides 'a very good service - response times and value for money are particularly strong areas'. Headed by Penny Rinta-Suksi (who 'knows her subject area well and provides proactive and commercial advice'), the practice has an extensive track record handling leisure, housing, health and education PFI and PPP projects, as well as advising on secondary market work. Recent highlights include acting for Places for People Leisure on the development of new software with its software partner to enable better tracking of users of the client's leisure facilities; and advising Fenland District Council on a leisure management procurement for four sites, which is being undertaken under a PPP solution.
