Position

Paul advises both employers and trustees on a broad range of pensions-related issues, including corporate transactions, funding discussions, scheme mergers, outsourcing exercises, the review and closure of defined benefit arrangements, the establishment of defined contribution arrangements and pension investment matters. Clients include AT&T, the trustees of three Tarmac pension arrangements, the trustees of the Pirelli Tyres Limited 1988 Pension & Life Assurance Fund and the trustees of the Fujitsu Comparable Scheme. Paul has a particular interest in public sector pension matters and heads the six-person public sector unit within the pension team. Paul advises central government bodies, local authorities, housing associations and contractors on the ‘Fair Deal’ requirements and the wider pension implications of engaging in outsourcing and PFI exercises. Paul advises a number of administering authorities in respect of their governance procedures, admission agreements, the requirements of the LGPS Investment Regulations and the terms of investment management agreements. Paul also advises a number of LGPS scheme employers in relation to discretionary policy statements, ill-health early retirement pensions and IDRPs. Paul is a regular speaker at national public conferences and events. Paul has advised the following organisations on public sector pension matters: the Government of the Isle of Man, the London Borough of Hackney, the London Borough of Croydon, the Local Government Association, Guys & St Thomas NHS Foundation Trust, the MoD, Defra, Amey and Sanctuary. Publications of note: ‘Practical Law Company’ chapters “Public Sector Pension Schemes; outsourcing” and “Overview of Pension Schemes in the Public Sector”.
