Charles used to work for a leading PRC firm and the business department of an international bank, and before joining Llinks in January 2017, he has been wording for a leading international firm for over 10 years.

In the area of banking and finance, Charles regularly represents foreign and domestic financial institutions in various legal matters such as bilateral and syndicated lending, project finance, trade finance, financial leasing, NPL disposal, template documents drafting and reviewing, compliance advisory.

In the area of corporate and commerce, Charles provides services to foreign and domestic corporate and institutional clients in relation to the finance-related matters in their setting up presence and M&A in and outside China as well as daily operation, in particular foreign exchange control, design and implementation of capital structure and financing arrangements, M&A financing, debt restructuring, exit, etc.

In the area of financial institutions and quasi-financial institutions, Charles is also experienced in commercial factoring, market entrance and compliance of foreign banks, card schemes, payment institutions, currency exchanges, Internet-based financial services.

Mr. Charles Chen graduated and obtained his LLB degree from Fudan University in 1999, majored in International Economic Law, and obtained his Judicial Master degree from Fudan University in 2008 and LLM degree from UC Berkeley School of Law in 2010.

Acting for domestic and international banks and non-bank lenders, borrowers and export credit agencies, the team has extensive expertise in project finance and is regularly involved in cross-border multi-currency financing transactions. Key contacts in the department include Michael Mei and Charles Chen, who acted for a Chinese policy bank in relation to the provision of a high-value loan for the acquisition of certain upstream energy contracts. Additionally, the pair advised the Hong Kong branch of an international bank on its provision of an acquisition finance loan, and also has experience in ship finance. Moreover, the team has grown significantly in 2017-2018, with a host of lateral hires and promotions.
