Position: Managing partner whose practice areas include: general banking, corporate finance, securities, IPOs, RTOs and M&As, Taiwan (ROC) practice, China (PRC) practice, and commercial litigation and arbitration. He oversees the firm’s banking, IPO, RTO, M&A and banking transactions. Recent interesting transactions include China Construction Bank in connection with its loan facility of USD111.3m to a subsidiary of China Architecture Design and Research Group, a large high-tech state owned enterprise in the People’s Republic of China (PRC); a subsidiary of Shougang Group, a PRC state-owned steel maker, in connection with its various facilities of approximately RM250m, extended by a group of Malaysian banks to its associated company in Malaysia; Gobi Group, a regional investment fund, in its series of investments in Youkia Group Inc., Infocomm Asia Holdings Pte. Ltd., LL Games Pte. Ltd. and Tais Mobile Pte. Ltd., all of which are leading regional developers and publishers of online Web Games and Social Network Games (SNS); China Construction Bank Corporation in connection with its aircraft financing facility of USD90m granted to Xiamen Airline for the latter’s purchase of two Boeing 737-800 aircrafts; Cathay United Bank in connection with its syndicated aircraft financing facility of USD90m relating to Sichuan Airlines’ purchase of an Airbus A330-300; Cathay United Bank in connection with its syndicated aircraft financing facility of USD90m relating to Skymark Airline’s purchase of an Airbus 330-343; Bank of Taiwan, Taiwan Cooperative Bank and ANZ Bank (Taiwan) Limited in connection with their ship finance facilities of an aggregate value of up to USD140m granted to U-Ming Group; and China Development Bank in connection with its loan facilities for property constructions in Singapore. In the mergers and acquisitions segment, he has advised Raffles Medical Group, one of the largest medical groups in Singapore, in connection with its disposal of Thong Sia Building by way of a sale of the building’s holding company of approximately S$120m; Vanke, the largest residential real estate developer in the PRC in connection with its joint venture with the Government of Singapore Investment Corporation Pte Ltd (through its subsidiary) in property development activities in China; APICO Holdings Pte. Ltd. in connection with its acquisition for S$25m by a US company listed on NASDAQ; One Tree Capital in connection with its joint venture and investment agreement with Midas Landmark Sdn Bhd for the acquisition and development of a large commercial property (worth RM100m) in Malaysia; and Yang Kee Logistics Pte Ltd in connection with its joint venture investment in logistics services in China.


Career: Admitted as a barrister-at-law, 1980, Lincoln’s Inn; admitted as an advocate and solicitor of the Singapore Supreme Court, 1981; founded Loo & Partners, 1985; appointed Commissioner for Oaths, 1989; appointed notary public 1996; sits on the board of several public listed companies. Recent publications and conference papers delivered include: ‘Legal Aspects of a Singapore IPO’ (3 July 2008), in Shanghai; ‘In search of Pandora’, some reflections on issues relating to clean energy, Lianhe Zaobao (4 April 2010); ‘Law Vs Non -legal Considerations’ Lianhe Zaobao(1 November 2012);‘Freedom Vs Restrictions”, Lianhe Zaobao (27 December 2012); ‘Fishing in Muddy Waters?’,Lianhe Zaobao (17 January 2013); Interview by the Asian Legal Business in its 7.2013 Issue: ‘There have been much talks about the perceived decline of China as a FDI hot spot and the emergence of the Chinese as a global investor’; and Interview by the Asian Legal Business in its 6.2014 Issue: ‘The Global Financial Crisis: 6 Years On!’.
