Career

Ian has a diverse practice in construction and civil engineering work, spanning front-end and dispute resolution work. He has handled a wide spectrum of Singapore’s headline-making project and energy work, including PPP, DBOO, D&B, EPC and EPCM projects for sporting facilities and education institutions, development of mega petrochemical complexes, power plant, solar/clean energy and water facilities infrastructure projects. He is experienced in the drafting, negotiation, preparation and execution on various standard form construction contracts (such as SIA, PSSCOC, REDAS, FIDIC, NEC, JCT and ICE), project management and consultancy agreements, construction-related insurance policies, bonds and guarantees. As a disputes practitioner, he has appeared as lead counsel before the Court of Appeal, the High Court and in international and domestic construction arbitrations involving issues on delay and disruption, extension of time, loss and expense claims, disputed variations, defective works, unforeseen ground and geotechnical conditions, construction insurance claims, performance bonds/guarantees, work suspension and termination of contracts.

Tay Peng Cheng and Ian de Vaz jointly head the energy, projects and construction group at WongPartnership LLP. The team handles complex construction projects, such as its work for Japanese contractor Penta–Ocean Construction, where it assisted with securing a contract as a specialist subcontractor for a Japanese consortium acting as the EPC contractor for the construction of a power plant and port facility in Bangladesh, a matter valued at $1.5bn. In addition to its front-end expertise, the team also handles arbitration and litigation in Asia Pacific and beyond. Christopher Chuah is the overall head of infrastructure, construction and engineering; his expertise spans front-end advice as well as disputes.

WongPartnership LLP handles a mix of contentious and non-contentious matters, with much of the department's work connected to project development in the oil and gas sector and a growing portion of renewables projects (particularly solar). Clients include developers, main contractors and lenders. The team advised on the review and amendment of an agreement relating to the proposed development of a gasification plant and an industrial utilities supply facility on Jurong Island. Tay Peng Cheng is a leader on both the contentious and non-contentious sides. Ian de Vaz is noted for his expertise in utilities projects, including water desalination projects.
