Position

Lukman is a partner in the Privatisation & Corporatisation and Energy & Utilities practice groups. He has extensive experience in advising on large scale privatisation, infrastructure and construction projects. He has also been involved in various project works involving drafting, reviewing and negotiating various types of construction, development, joint venture, technical (including IT) and consultancy contracts. In relation to the energy sector related works, he is involved in reviewing the Power Purchase Agreements (PPA), Engineering, Procurement and Construction (EPC) contracts, Operation & Maintenance (O&M) contracts and Technical Services contracts. He has also advised the Government of Malaysia Study on the Development of the water services industry in Malaysia and the establishment of National Water Services Commission.

Career

Lukman was admitted as an Advocate & Solicitor of the High Court of Malaya in 1993. Prior to becoming a partner with ZUL RAFIQUE & partners, he was formerly a General Manager for the legal and enforcement division in one of the largest Islamic funds in Malaysia and has advised on various Islamic investment and financing matters. He is a former member of the Bank Negara Law Review Committee for Islamic Banking and Finance. Lukman is a fellow of the Cambridge Commonwealth Society.

Education

Lukman obtained his LLB (First Class) from the International Islamic University of Malaysia. He holds a Master of Laws in Commercial Law from the Cambridge University, United Kingdom and a Post Graduate Diploma in Islamic Banking and Finance from the International Islamic University Malaysia.
