Position

Before becoming a VILAF partner, Quynh was a professor of law at the Ho Chi Minh City Law University for four years.

Quynh is admitted to practice law in Vietnam and received his LLB from the Ho Chi Minh City Law University and LLM from University of Wales, Swansea.

Quynh regularly advises leading multinational companies in Vietnam in various industries, such as insurance, shipping and real estate. He has also advised multinational real estate developers, pharmaceutical companies and oil & gas companies in cross-border M&A transactions.

He also represented VinaCapital and Prudential in a number of M&A transactions involving real property investment projects in Vietnam, and advised a number of group corporate restructuring transactions relating to Vietnam subsidiaries.

Quynh received the In-House Community Commended External Counsel for 2016 and ALB’s 40 under 40. He is also Asialaw Rising Star Lawyer 2017 in Dispute Resolution, Shipping, Maritime and Aviation.

VILAF's team handles significant arbitration and litigation for national and international clients. Ngo Thanh Tung, who heads the firm's Ho Chi Minh City office, handles work including vessel arrests, as well as disputes concerning real estate investments. Pham Si Hai Quynh, who is also based in Ho Chi Minh City, is a key name for disputes with maritime elements and is representing the owners of Duyen Hai 1 Thermal Power Plant in a dispute with the operators of a ship which collided with the port, damaging the coal unloader, as well as handling other matters concerning property investments and tax litigation. In Hanoi, Nguyen Duy Linh handles construction and engineering disputes, among others, and is representing a number of leading names in the sector from elsewhere in Asia. Viet My Steel is a client, as are well-known banks, insurers and engineering businesses from elsewhere in Asia and beyond. Counsel Tranh Anh Hien, who is based in Ho Chi Minh City, is also noted.

    On 6/20/2012, the National Assembly voted to adopt the Law on Price (the "LOP") in response to the public demand for an effective legal framework to control price manipulation from dominant enterprises such as gasoline, electricity, etc. The law will take effect from 01/01/2013 and repeal Ordinance No. 40/2002/PL-UBTVQH10 dated 26/4/2002 of the National Assembly Standing Committee (the "Ordinance"), which is conceived as outdated and containing certain provisions contravening the WTO’s regulation. This article describes the main features of the law and provides some insight into its potential impacts on the Vietnamese economy.
