Andrew practices exclusively on projects work including PPPs and outsourcings. He acts for a range of public sector organisations, bidders and funders across several sector areas, including detention, health, higher education, waste, office accommodation and transport. Among Andrew’s current clients are the Ministry of Defence, a number of National Health Trusts, a leading international detentions company based in the US, universities and local authorities. Recent work includes acting for a leading South London Mental Health Trust with its two site rebuild, funded via a sale of trust land, and through an innovative development arrangement; numerous large scale defence projects, including a pathfinder project to transform the approach to procurement of battleground communications equipment (involving multiple single source and competitive procurements); advising a South Coast Council on its PPP for Leisure facilities; advising a  major international Leisure Operator on the provision of a green energy centre to provide heat for its key attractions; and advising the government of the Republic of South Africa on the roll out of its prisons PPP programme and subsequent refinancing initiative. Andrew is a regular provider of training to clients on legal issues so they can adopt “self- help” to solve problems before requiring more specialist legal input.

Mills & Reeve LLP¬†is 'grounded and pragmatic; it has excellent industry knowledge, and a concern to tailor the advice to the audience'. The firm has a large team based in Cambridge and is one of the national leaders in the PFI/PPP space. Most of the work in this sector now focuses on student accommodation and the practice led by¬†Raith Pickup, who is head of the firm's projects and construction group, has specialist expertise in that area, notably¬†‚Äėtenacious and strategic' partner¬†Andrew Wood¬†and principal associates¬†Julie Marshall¬†and¬†Alison Davies. Wood acted for¬†Bournemouth University Higher Education Corporation in the sale of a long leasehold interest in Cranborne House student accommodation block to Campus Living Villages. Principal associate and real estate specialist¬†David Stead¬†also focuses mainly on the¬†health and education sectors. The firm also has a standout practice for defence projects, and it supported the Ministry of Defence with the development its multibillion-pound programme to provide communications and information systems for use in tactical environments.¬†Andrew Ray, whose work spans projects in the defence, health and energy sectors, led that work. Other highly recommended members of the practice include¬†Bridget Archibald¬† who leads the health and care sector group, and¬†consultant¬†Peter Rout¬†who advises on projects matters including restructuring, PFI variations and disputes, notably in the transport sector. Rout and Pickup assisted a large teaching hospital with a major overhaul of its PFI arrangements.

Mills & Reeve LLP 's infrastructure team impresses clients with its 'response times, business acumen and industry knowledge' and recently welcomed Adrian Luto and Justin Hennessey to its London branch through the firm's merger with Maxwell Winward. The firm holds a strong expertise in the student accommodation field but Andrew Ray and Alasdair Poore recently also acted for the MoD in the designing of an open communications system and the rolling out of procurements to deliver it as part of Project Morpheus from the Cambridge office. Also based in Cambridge is practice head Raith Pickup who 'is exceptional in this field' and assisted clients a number of universities on separate DBFO projects for student accommodation with the support of principal associate Jens Henniker Heaton . Clients in the healthcare sector also engaged Julie Marshall , David Stead and Bridget Archibald .
