Public-Private Partnerships in Russia: A Time to Change
There was a milestone event in Saint-Petersburg in the beginning of 2012. A school offering general education for 285 students was opened in the city on the river Neva. It is the first public facility to be constructed by investors under a public-private partnership (PPP). Legal Update No. 339 Goltsblat BLP hereby advises of new Russian Government Resolution No. 191 dated 6 March 2012 introducing new rules for determining the customs value of commodities exported from Russia (the Resolution). The Resolution comes into effect on 14 April 2012, superseding the previous rules.
